International Conference on Human and Organizational Aspects of Assuring Nuclear Safety – Exploring 30 Years of Safety Culture

The International Atomic Energy Agency (IAEA) is organizing this conference to reflect on and share experiences related to the pivotal role that human and organizational aspects play in nuclear safety.
The special focus of the conference will be on safety culture and the past 30 years of developments in this area and looking forward to future needs in this field.
This conference will share the knowledge accumulated in the area of safety culture as well as human and organizational factors (HOF), and will allow participants to take a step back and reflect on what the nuclear community has learned in the 30 years since the Chernobyl accident. In particular, the conference will review the developments since the last safety culture conference held in Rio de Janeiro, Brazil, in 2002, and will also take a look forward to the more recent lessons learned from the Fukushima Daiichi accident.

Dialogue Session Contributing Paper: Learning from Fukushima - Institutional Isomorphism as Constraining and Contributing Nuclear SafetyThis paper is an analysis of the internationalinstitutional isomorphic pressures and lessons learned from the Fukushima accident. The recent upgrading of nuclear safety requirements at the international and national level, as well as harmonisation attempts of nuclear reactor safety by the Western European Nuclear Regulators' Association (WENRA), show serious efforts to improve nuclear safety and implement lessons learned from the Fukushima accident. However, learning from accidents is often affected by institutional factors, which may both contribute and hamper safety and learning. The objective of this study is to gain insights into some institutional factors that have affected learning at international and national level. At the international level the IAEA and WENRA revisions of safety requirements are examined, whilst at the national level the focus is on the analysis of learning of the Radiation and Nuclear Safety Authority of Finland.Speaker: Marja Ylönen (Finland)
