Abstract: In case of the Romanian National LOFs MBA (WRMZ) the National Commission of Nuclear Activities Control (CNCAN) acts as the nuclear operator. The obligation of the nuclear operator is maintaining the reliable nuclear material accountancy and control system for the entire MBA, prevention the diversion of the nuclear materials from their intended and declared uses, fulfilling all the reporting requirements to EURATOM concerning the nuclear safeguards and preparation (assistance for) of the nuclear safeguards inspections.
Based on the provision of European Union Safeguards legislation and Romanian Law no. 111/1996, republished, with subsequent amendments and additions, CNCAN has issued a Guidelines for applying of the safeguards by the small holders of nuclear materials from Romania.
Guidelines describe how the small holders of nuclear materials are applying the safeguards activities in Romania in accordance with the requirements of EURATOM / IAEA / CNCAN.
This document is applied by all small holders of nuclear materials in Romania in:
- Providing the safeguards in all the small holder activities with nuclear materials;
- Ensuring communication interface between Romanian small holder of nuclear materials and CNCAN in order to fulfill the deadlines and the corresponding quality control of all safeguards requirements assumed by Romania through membership of the European Union, respectively, the Treaty establishing the European Atomic Energy Community;
- Ensuring by the small holders of nuclear materials of the frame to allow the best conditions for the safeguards inspections performed by the EURATOM / IAEA / CNCAN inspectors.
Also, the Guidelines describe the measures that the licensee must take to ensure the physical protection of radioactive sources, radiological equipment and chemical compounds containing nuclear materials.
