Description

Since 1957, Ningyo-Toge Environmental Engineering Center (Ningyo-Toge) of JAEA had been served as R&D center for uranium mining, refining, conversion and uranium enrichment in Japan. After the several decades of operation, all facilities including Uranium Refining and Conversion Plant (URCP), Uranium Enrichment Pilot Plant (UEPP) and Uranium Enrichment Demonstration Plant (UEDP) stopped their operation in 2001, since then decommissioning R&D activities have been performed in Ningyo-Toge. The paper presents safeguards challenges related to decommissioning of uranium refining, conversion and enrichment facilities in Ningyo-Toge, those includes; - Recovery of holdup uranium from process pipe and equipment’s, - Flush out and recovery of uranium from gas centrifuges, - Waste inventory evaluation, characterization, re-measurement, repackage and recovery uranium, - Development of NDA system for waste drums and containers, and - Treatment and elimination of sensitive information related to gas centrifuge uranium enrichment technology.
