Description

The IAEA Safeguards system has been constantly under development since the moment of its establishment in the 60’s of XX century. It is connected to the need of facing all the challenges of technical (the emergence of new types of nuclear facilities), institutional (the establishment of the NPT, the conclusion of various international arrangements requiring the IAEA control) and economic (increasing the number of nuclear material and facilities for which the IAEA Safeguards are required, with limited financial, technical and human resources) origin. Those challenges demand constant evolution, enhancement and optimization of the system, primarily, in professional technical terms.
From this point of view authors consider the Safeguards support programme mechanism as the main way of assistance to the Agency in terms of the Safeguards implementation. Also they demonstrate the role of the Member-States in the process of development of the Safeguards system.
In particular, the paper contains information on one of the oldest national Safeguards support programmes – the Russian one. Authors will describe its priorities, current active tasks, administrative mechanisms of programme management and its cooperation on implementation with the Secretariat.
In the paper there will be demonstrated the assistance to the IAEA Secretariat for formation of technically experienced and highly qualified Safeguards inspectors’ core. Authors will emphasize the efforts to provide the educational opportunity to foreign specialists in field of the nuclear materials control. Additionally there will be discussion on establishment and development of pool of experts for work in area of the IAEA Safeguards and the personnel preparation for the JPO programme.
The conclusion will be drawn on the Member-State’s wide variety of tools available to support the Agency’s fundamental function implementation – the IAEA Safeguards.
