Description

Base on my experience with the State Declaration Portal and Protocol Reporter Version 3, I am interested in presenting under the Them 4: Shaping the Future of Safeguards Implementation/Topic 2: Streamlining and Simplifying Collection, Validation, and Submittal of Information to the IAEA. Most of the States have an Additional Protocol (AP) in force, are facing some challenges in collecting the information to prepare of the declaration pursuant to Article 2 and 3 of the Protocol Additional to Safeguards Agreement (Additional Protocol or AP). Moreover, in case of submission is very insecure by sending the email to the IAEA due to the AP’s declaration information is “Highly Confidential” communication between States and IAEA. One possible method for collecting safeguard relevant information is establishing as a National Safeguards Working Group which participated from the ministerial institutions as a member of this working group. The State nuclear regulatory authority could be reported by these members as a good channel communication between operators and state regulatory authority. The members of the working group should be invited to join as a regular meeting. In preparation for the AP’s declaration, Department of Safeguards’ Declared Information Analysis Section of the IAEA has developed the Protocol Reporter Version 3, known as PR3. The PR3 is a computer software programme developed and provided by the IAEA. Cambodia has been started this new software tool since December 2016. It is quite easier than the old version (PR2). After we have generated a declaration in the electronic file, we could encrypt to be more secure of our files and then send to IAEA via State Declaration Portal (SDP). The SDP offers States regional authority a new and efficient method to submit declarations and communicate with the Department of Safeguards’ Declared Information Analysis Section. The portal keeps track of communication while reducing paper-based processes and manual data entry to save time and effort for all. In addition, it is a secure channel for timely communication between States and IAEA.
