Description

The State of Côte d’Ivoire (CI) has a Comprehensive Safeguards Agreement (CSA) which entered into force on 8 September 1983. The Additional Protocol (AP) to the safeguards agreement entered into force on 5 May 2016. As a result, the following activities were carried out over the last two (2) years 2016-17:
- With reference to paragraph 32 of the CSA, CI has submitted nine (9) accounting reports on the nuclear material (NM) present in the territory of CI. The reports included ICRs, PILs and MBRs.
- The draft General Part of the Subsidiary Arrangements was reviewed by the Authority for Radiation Protection, Nuclear Safety and Security (ARSN) for CI, and will be soon finalized.
- Pursuant to articles 2 and 3 of the Additional Protocol (AP), CI provided information in its initial set of AP declarations to the IAEA; this information set consisted of eleven (11) declarations most of which had the statement “nothing to declare”, except the declaration for the locations/sites provided under article 2.a.(iii) of the AP. Five (5) updates have been submitted under article 2.a.(ix)(a) of Annex II of the AP regarding the exports of non-nuclear equipment.
- The Agency has carried out one (1) complementary access (CA) and has confirmed the absence of undeclared nuclear material and activities at the laboratory accessed. The administrative procedures established by CI to facilitate the activities of the IAEA inspectors were proved to be effective.
- With the support of the U.S. INSEP (International Nuclear Safeguards Engagement Program), a workshop on the “Preparation of the initial set of declarations under the AP” was held in CI.

The experience gained by the regulatory authority in the implementation of the CSA and AP is useful to States that are in a similar situation as CI.
