Description

The non-nuclear weapon states (NNWSs) party to the NPT are required to conclude with comprehensive safeguards agreement with IAEA. By acceptance of IAEA’s verification, NNWSs have revealed their compliances regarding the international commitments and procedures to assure peaceful use of nuclear materials. The safeguards agreements request that the state should establish and maintain a system of accounting for and control (SSAC) of all nuclear material subject to safeguards. Through the SSAC, the states declare or provide essential information which could contribute to effective verification activities by the inspectors of IAEA. In order to achieve enhanced cooperation with IAEA and to facilitate efficient verification activities, several SSAC/RSAC would take actions e.g., cooperative development of safeguards technologies and equipment for jointly use including performance tests and calibration with appropriate authentication/authorization by IAEA, and three lab test by comparison on chemical analytical data among operator, state and IAEA to maintain or to further increase accuracy and precision of the chemical analysis techniques. In cases where SSAC/RSAC have established own inspectorate, collaboration between both inspectorates e.g., relevant activities of environmental sample taking could contribute to improving IAEA cost effectiveness. The further potential cooperation areas may include the IAEA’s use of the state’s findings with independent data analysis of operator’s accountancy and verification results obtained by SSAC/RSAC inspectorate. These findings could be used as references of the IAEA conclusion to assure the quality of mutual verification data, and could also contribute to improving the efficiency of IAEA inspections by use of shortly noticed, randomly selected inspection or remote monitoring of essential data for independent conclusions by IAEA.
In this paper, we would propose an idea including concept and practical procedure regarding future cooperation scheme between IAEA and SSAC/RSAC based on the experiences of Japan’s cooperation with IAEA under the safeguards agreement and the additional protocol.
