Description

This report considers historical, technical and organizational aspects of the functioning of the information support system of the fulfillment of the Russian Federation's international obligations in the field of peaceful uses of nuclear energy.
It presents the significance of The Information Analytical Centre of the State system of accounting for and control of nuclear material (SSAC), which provides collecting and processing of information on nuclear material uses. The history of the federal automated information system of accounting for and control of nuclear material development is covered.

The experience in integrating of a number of responsibilities in fulfilling the international obligations into the SSAC is presented. These responsibilities include:
collecting and processing of different kinds of information (information on exports and imports of nuclear materials, nuclear material accounting information of facility’s under IAEA safeguards, information on uses of nuclear material subject to intergovernmental agreements of the Russian Federation with Australia, Canada, the United States of America and Japan);

verifications of information, preparing and provision reports (safeguards information to the IAEA, annual reports for the competent authorities of partner countries on intergovernmental agreements);

communication on matters related to harmonizing the information provided.
The report covers solutions of the following tasks in implementing the integration:
improvement the regulatory framework in the field of information interaction between different organizations and authorities concerned with uses nuclear material or oversight over it;

automating data exchange and processing.

The considerable experience in the development and implementation of automated data-processing systems, exploring optimal ways and forms of information exchange between organizations, data review and verification, meeting the organizational challenges is also described.

The report summarizes the benefits of the Integration of the information support system of the fulfillment of the Russian Federation's international obligations into the SSAC, such as significantly improvement the quality of data in terms of information’s reliability and consistency while also simplifying data collecting and processing.
