Description

It is recognized that emergency planning and response have traditionally focused on the early and intermediate phases of the emergency. This is when decisions must be taken urgently and are often based on very little information. Intervention guidelines for nuclear emergencies in Canada exist; however, these guidelines focus on urgent and early protective actions and are virtually silent on the topic of post-accident recovery. Under section 46 of the NSCA, the Canadian Nuclear Safety Commission (CNSC) has the mandate to ensure that measures are taken to reduce a level of contamination that may be above the prescribed limit. As such, the CNSC is in the process of developing guidance to be used in post-accident recovery in the unlikely event of a nuclear emergency. The guidance is based on benchmarking and on the CNSC’s own examination of the health consequences of a severe nuclear emergency.
