This research delves into the dynamics of Argentina's nuclear policy debate on Twitter, focusing specifically on the development and construction of Carem 25, the nation's first small modular reactor (SMR). Spanning from 2010 to 2022, the study employs Discourse Network Analysis (DNA) to dissect stakeholder involvement, coalition formations, and evolving narratives. DNA systematically measures actors' policy beliefs and discourses, shaping them into a data format compatible with policy network analysis. As a result, we were able to graph the coalitions, identify the most influential actors, and measure levels of polarization and homophily. The findings confirm the presence of coalitions advocating for and opposing Carem 25, shedding light on the diverse composition and dynamics of these groups. Additionally, the work explains the process by which necessary consensuses were established for the development of this new reactor, combining the construction of a narrative accepted by the majority of stakeholders with timely adjustments in supporting policies. It underscores the fluid nature of political discourse and challenges assumptions about a direct correlation between support for nuclear energy and the ideological positions of actors.
