Nuclear facilities, other facilities handling radioactive material, and organizations performing nuclear security functions are supported by computer systems and networks. Vulnerability to the theft and/or manipulation of sensitive information, which includes computer systems, to cyber-attack has become a significant issue across all aspects of the digitally connected world.  Incidents of cyber-attack on computer systems, across all industries, by adversaries with malicious intent are a common occurrence and are reported regularly in the media.  The nuclear industry is not immune from cyber-attacks as there have been publicly disclosed incidents of interference with the operations of nuclear power plants. These and other events continue to raise global concerns over potential vulnerabilities and the possibility of a cyber-attack or a blended cyber–physical attack that could have an adverse impact on nuclear security. Computer security at facilities handling nuclear and other radioactive material, and for associated activities such as transport, presents a unique set of challenges.

To provide a forum for focusing on computer security for the peaceful uses of nuclear energy, the IAEA is organizing an International Conference on Computer Security in the Nuclear World: Security for Safety from the 19th to 23rd of June 2023.

Purpose and Objectives

The Conference will provide a global forum for competent authorities, operators, system and security integrators and vendors, and other relevant entities engaged in computer security activities related to nuclear security or safety to exchange information and foster international cooperation in computer security as an integral element of nuclear security and safety through:

• Presentations and discussion on nuclear security and safety efforts to date within the area of computer security (including achievements, experience gained, and lessons learned)
• Review of emerging trends in computer security and areas that need to be addressed
• Consideration of possible objectives and priorities for nuclear security or safety efforts in computer security, and of how current approaches may evolve to address these and meet future challenges
• Consideration of how the IAEA and other international organizations can contribute to international cooperation in this important area

The conference will include:

• The opening plenary session, for all participants and invited speakers, with a key note speech and an introduction to conference structure
• Main sessions, dedicated to one of the conference themes
• Scientific and technical sessions in order to stimulate discussion among conference participants
• Demonstrations to give the participants a concrete understanding of computer security concepts
• IAEA computer security demonstration area, Cybervillage, allowing for more detailed discussion and interaction
• Poster sessions or interactive sessions, for exhibitors
• Vendor exhibit area to showcase computer security technologies and security activities
• The Final Plenary Session on the last day of the conference, dedicated to the President’s Report

Abstracts of approximately 150 to 200 words had to be submitted until 30th September 2022 exclusively on IAEA-INDICO. Authors are encouraged to submit abstracts as early as possible. Abstracts may contain charts, graphs, figures and references, and should give enough information to enable the Programme Committee to evaluate them.

Authors have all been informed of acceptance of their abstract by 18th November 2022 and full papers (of an approximative length of 5-6 pages for presentation and 2-3 for posters as poster will complement them) should be electronically submitted before 1st March 2023.
