Description

For some legacy sites, large quantities of radioactive waste are still present in ageing structures and buildings, therefore waste retrieval and conditioning is a national safety priority. As a way of enforcing the principle of “immediate dismantling”, ASN has initially set a number of project milestones on a long timeframe. The majority of these projects are complex, experiencing significant technical difficulties and thus falling behind schedule. In addition, as more nuclear installations are now being shut down, ASN has introduced a new regulatory approach to be more suitable for complex projects.

This new approach:
- focuses on the compliance with key intermediate milestones, which drive the major safety outcomes; these milestones are renewed on a 5-years rolling basis until the project completion,
- commits the licensee to provide evidence that the project remains under control, in particular thanks to visual tools sharing a global view and picturing the key project aspects,
- engages ASN to deliver project based inspections, which are innovative inspections requiring some skills in project management.
