Description

The concept and discussion of the Safety, Security, and Safeguards (3S) approach in the design of advanced reactors and with new technologies has been a topic for many years now. However, it is only in the last few years that the reality of these novel designs are coming to fruition, as seen in the discussions of pre-licensing activities at the Nuclear Regulatory Commission in the US. It is in this stage that the importance of International Safeguards, as well as the integration of the 3S by design concept, would be beneficial. This paper will look at the designs and concepts and the stages they are in. Since the 3S consideration in design and build is not in the US regulatory framework, it will discuss the concept and considerations early in the process. The potential challenges and synergies in consideration of 3S interfaces in the SMR design stage will be discussed.
