Description
In Malaysia, the Department of Atomic Energy (Atom Malaysia) is the regulatory body to control the usage of atomic energy activities under the Atomic Energy Licensing Act 1984 (Act 304). The atomic energy activities carried out including the operation of research reactor, irradiation facility, non-destructive testing activities, gauging, research and education as well as the Naturally Occurring Radioactive Materials (NORM) milling facilities. In the Act 304, the definition of nuclear installation given as “any nuclear reactor other than one with which a means of sea or air transport is equipped for use as a source of power; any factory using nuclear fuel for the production of nuclear material; any factory using nuclear material for the production of nuclear fuel or any factory designed or adapted for the processing of nuclear material, including the reprocessing of irradiated nuclear fuel; and any facility where nuclear material is placed or stored other than storage incidental to the carriage of such material”. Therefore, the current development technology used Small Modular Reactor (SMR) is considered as nuclear installation under the current Act. There are several Regulations and Orders to explain further regarding the licensing requirements under the Act. Atom Malaysia also developed the guidelines to guide and facilitate the applicants and the licence holders. Licence application is required to fulfil the general and technical requirements under the Act 304. The licensing of nuclear installation, shall be in 3 parts namely, siting part, construction part and operation part. Operation licence is divided into 2 stages, i.e temporary operating licence stage and full operating licence stage. Technical information specifically required for dealing with nuclear installation including all of the information regarding design, description of the installation, site characteristic, environmental and radiological monitoring are recorded together in a document called Safety Analysis Report (SAR).
