Abstract: The unity,balance of nuclear power safety and economy are the two core issues throughout the application and development of nuclear energy.The project cost, safety and quality, and engineering progress are the core concerns of the construction and application of SMR. This paper takes the ‘Linglong-1’ first reactor demonstration project (Hainan Changjiang multi-purpose SMR technology demonstration project) under construction as a study, and innovatively proposes an integrated and penetrating engineering management system under the owner's responsibility, aiming to meet the needs of nuclear power project construction process through the organisational synergies of the owner, the general contractor, the superintendent, and the construction unit, as well as the business of the engineering coordination and penetrating management.
Through the organisational synergy of owners, general contractors, supervisors and construction units, as well as the business synergy of the penetrating management of engineering coordination, the system aims to meet the high requirements of cost control, safety, quality and schedule management during the construction process of nuclear power projects, and to realise the enhancement of engineering project management, social and economic benefits.
